Behavioral Health Services:

 FCSA operates a variety of individualized service programs; each innovatively designed to serve unique populations of Alaskan children and youth experiencing a wide spectrum of behavioral and mental health issues. The programs make available service to children experiencing low to moderate behavioral issues as well as service to children with severe mental health issues. The ages of the participants in each program depends largely on the design of the program; however FCSA typically has children enrolled in programs ranging in age from six to eighteen. FCSA offers a full spectrum of service delivery options for families including: out-patient, residential, school based, foster care, and respite all implemented with the goal of keeping children with their parent or legal guardian and within their primary community of residence.

 FCSA recognizes the importance of family and natural support systems in order to maintain skills developed while under the care of FCSA and as such utilizes a wrap-around service approach when possible. This requires working collaboratively with state and local agencies, schools, and community members to ensure client success. FCSA always seeks the least restrictive environment for their clients and when in the best interest of the child, promotes family reunification when a child has been removed from the home.

 

 

Clinical Services:

The clinical department within FCSA is overseen by the Director of Clinical Services who is responsible to assure that all treatment services are delivered in a quality manner and in accordance with nationally recognized best practices of the mental health and substance abuse treatment professions. In addition, the Clinical Director assures that all clinical staff receive regular and consistent training and professional enhancement opportunities. This helps assure the professional growth of the staff, consistency in treatment across all programs, and that sufficient support is provided to staff just entering the profession.

The staff of the Clinical Department provide clinical services to clients enrolled in an FCSA program and to the general public who are Medicaid eligible, have private insurance, or on a fee for service basis. For low income families that may not be Medicaid eligible FCSA has in place a sliding fee scale to assist them in being able to access needed services. FCSA is primarily a provider of services to children and admission into programs is exclusively for children, however, to help improve the health of families FCSA clinical services are available to children enrolled in an FCSA program and adult family members.

Transitional Assistance Program (TAP)

 

TAP is a comprehensive, multidisciplinary approach to provide services to youth and/or young adults ages 14-21 in need of obtaining the necessary life skills to achieve success in transitioning to adulthood so that they may become self-sufficient, successful, independent community members. Our model combines, support, mentoring, and training with educational and job training opportunities in a structured and nurturing environment that fosters self-discovery and independence.

 

The TAP allows participants to have access to a variant of services and learning opportunities designed to meet the specific needs and preferences of each participant.

Building Bridges Adolescent Substance Abuse

Out-patient Treatment Levels I & II

 

The Adolescent Substance Abuse Program provides out-patient services for youth ages 12 through 18 with alcohol and/or drug related problems. Services provided include assessment and referral, individual and group sessions, and family education.

Alternatives to Out of State Placement (ATOP):

Children receiving services through the ATOP program generally have low to moderate behavioral health or mental health issues, are able to receive service in an unrestricted environment and reside with their parents, legal guardian or in a foster home. Program services are provided in the community, the family home or the public school. All services provided are designed taking into consideration the unique strengths, values and needs of each child and family and within the cultural context of each family. Services are available to children six to 18 and with some exception up to age 22.

 Residential Diagnostic Treatment Facility (RDT):

The Residential Diagnostic Treatment Program (RDT) provides services to children both male and female up to age 18 who are experiencing a significant behavioral health or mental health issue. The center is a restrictive environment and children have limited involvement in the local community. All education and counseling services are provided onsite. The center is considered long-term treatment program (9 to 12 months), the length of stay for each child varies greatly. The maximum number of children that can be admitted to the program is 10.

 Youth Education Support Services (YESS):

FCSA operates two YESS programs during the school year, one for elementary age children and a combined program for middle and high school age children. Both programs provide integrated day treatment (mental health) and education services. Admittance into the programs is only by referral from the Fairbanks School District. The majority of children enrolled into the programs have behavioral health or mental health issues that result in the children having disruptive behaviors in the public school. The YESS program relies on a low child to staff ratio, generally no greater than 3 to1, to help alter the children’s behavior so they may return back to the regular public school. Length of enrollment for each child in the program varies greatly. The maximum enrollment for each YESS program is approximately 21 children.

 

Summer Skill Development Program:

Each summer when school is out, FCSA operates a program for children that allow them to participate in a variety of activities that include job skill development and activities that blend instructional learning and fun activities. Summer Skills Development staff work with the younger students during the summer months to develop, practice and maintain social and life skills requisite to healthy academic, familial and peer relationships. The daily activities are fun and engaging and each day presents new and exciting adventures both indoors and outdoors. The Work Study Skills component of the program strives to instill sound work ethic and vocational skills to the young adults by providing them with an opportunity to work in a paid position. Participation is voluntary and each child chooses the activities they wish to participate in from a pre-published calendar of activities, and events. The program is open to children up to age 18.

Delta Junction Services:

FCSA maintains a permanent office and 4 to 5 person full and part time staff to deliver behavioral and mental health services for children in the Delta Junction area. Delta Junction is located approximately 100 miles south-east of Fairbanks on the Richardson Highway. The services delivered cover a wide range of behavioral health and mental health rehabilitation and clinical services.

 Therapeutic Family Group Home (TFGH):

The TFGH program is designed to provide service to children in need of a safe and supportive place to live that are experiencing low to moderate behavioral health or mental health issues. Currently FCSA operates seven (7) homes in Fairbanks and three (3) homes in Wasilla that serve both boys and girls ages 6-18. Each Home is supervised by live-in parents who are responsible for the overall care of up to five children. The homes are located in residential neighborhoods and are reflective of a family experience rather than an institutional setting. The children attend public school and are involved in social and recreational activities in the community.

Wasilla & Mat-Su Valley Services:

In Wasilla and the greater Mat-Su Borough FCSA operates three (3) Therapeutic Family Homes for both boys and girls. Each home can provide service for up to five children. The services provided in the homes are the same as that outlined in the TFH program. FCSA also licenses and supports a number of Therapeutic Foster Homes in the area.

Dillingham Therapeutic Foster Home:

 FCSA owns and operates a Therapeutic Foster Home in Dillingham that provides services to the entire Bristol Bay Region. FCSA services are provided in conjunction with Bristol Bay Native Association and Bristol Bay Native Health Corporation. The maximum capacity for the home is five children the age of children that can be served is 12 to 18.

Therapeutic Foster Home Licensing:

 FCSA holds a License from the State of Alaska which authorizes it to license therapeutic foster homes in Alaska. FCSA foster homes provide service to children needing a place to live who have low to moderate behavioral health or mental health issues. FCSA foster homes are considered therapeutic foster homes because the children placed in the homes have a need for treatment services.

 Respite and Crisis Services (REACH):

The REACH program provides respite service to parents, foster parents or guardians of children enrolled in FCSA programs. Services are provided in a residential home and a maximum of five children can be accommodated at each respite session. The home operates a five day per week schedule. Each respite session includes a two night and two full day stay at the home.

Residential Psychiatric Treatment Center Education (RPTC) Program:

 FCSA provides the educational component for the Boys & Girls Home of Alaska, Residential Psychiatric Treatment Center (RPTC). To receive services children must be residents of the center. The program uses a wide array of individual therapeutic and educational techniques and a low student teacher ratio when providing education service.
