Dear Reader:

Who is FCSA and Who do We Serve:

Family Centered Services of Alaska (FCSA) is a nonprofit 501 (c) (3) corporation founded in 1989 and managed by a nine member Board of Directors. The  mission of the organization is “To serve Alaska by Providing Family and Child Centered Services With Unconditional Care” The original founders of the organization were community members with a diverse range of professional backgrounds committed to helping children with a wide spectrum of mental health disabilities. Since its inception, FCSA has grown significantly in size and in importance in the delivery of behavioral health services within Alaska.  In 1989 it had approximately 18 staff and an annual operating budget of $300,000.  Today FCSA has a staff of approximately 120 with an operating budget of $6.0 million and is one of two organizations in Alaska that is accredited by the Commission on Accreditation of Rehabilitation Facilities.

FCSA primarily serves children and young adults birth to age 17, but as needed up to age 20 for young adults requiring extended transitional assistance to adulthood.  Most children we serve are children that have been in mental health residential treatment facilities, or are in imminent risk of being placed in such facilities, and children that require long-term treatment and support. A significant percent of the children we serve are in need of stable living situations, a need we provide for through a network of small residential facilities, family group homes and foster homes.

The mental health services provided by FCSA are delivered in the interior of Alaska in the communities of Fairbanks and Delta Junction. However, because most communities in Alaska have limited or no services for children with mental illness and FCSA operates several specialist programs unique in Alaska children from all areas of Alaska routinely access services. The profile of the population of approximately 300 children that FCSA annually serves documented (12/23/05) in our most recent demographic survey shows the following.  

  • 83% are eligible for Medicaid;
  • 37% are in foster care;
  • 57% have a parent with a substance abuse problem;
  • 78% are in special education;
  • 40% are in state custody or the family is actively involved in state social services;
  • 52% have been physically abused;
  • 60% of the girls and 38% of the boys have been sexually abused;
  • 8% have been involved with the juvenile justice system.

With regard to the racial makeup of our consumers, 45% are Caucasian, 32% Alaska Native or American Indian children, 15% African American, 6% Hispanic, and 2% other minority populations.

Today FCSA provides quality services out of nine (9) locations in the Fairbanks area and the community of Delta Junction and is recognized as an innovative leader in the delivery of individualized mental health services. We stress personalized services and utilize a wrap-around model that takes into consideration each child's strengths, family history, culture, needs and service modality preferences. The future holds many challenges for FCSA but our staff look forward to meeting and overcoming those challenges with confidence and through commitment to those we were founded to serve.

Management Staff:

FCSA's management team provides a solid foundation from which to provide the full spectrum of services provided by our organization. The organizations management structure has been developed and tested over the years to ensure that the services provided are not just well conceived programmatically but are supported with an infrastructure that will ensure success. FCSA management is organized into five distinct departments/components that integrally work together to provide seamless services and support to staff, clients and the board of directors of the organization. The five management departments are Executive, Fiscal Human Resources, Training, and Quality Assurance.

Executive:

The day-to-day management of FCSA is the responsibility of the Executive Director, who reports directly to the FCSA Board of Directors and serves as a direct link to the Consumer Parent Advisory Board. The Executive Director is responsible for removing barriers to service delivery, developing and maintaining working relationships with state, federal and local agencies, funding procurement and ensuring program goals and objectives are achieved and sustained. The Executive staff also ensure a variety of administrative services are provided throughout the agency, including facility management, health and safety, procurement of supplies and services, contract negotiation, general staff support functions, and providing support to the Board of Directors.

Fiscal:

FCSA's finance department has been one of the cornerstones of the organization's success over the years and has consistently provided quality fiscal management, which in turn has helped the organization to expand and provide needed community services. The department, which operates under the direction of a certified public accountant, is responsible to safeguard the assets of the corporation and ensure that all funds received by the organization are efficiently expended and fully accounted for. In addition, the department is responsible for ensuring compliance with all applicable state and federal regulations and special grant conditions. To document the quality of the organization's financial management, the board of directors annually performs an independent audit in accordance with applicable single audit guidelines. To date, the results of all FCSA audits have been excellent, and the organization has received unqualified audits, which is the highest quality audit possible.

Human Resources (HR):

The Director of HR is responsible for ensuring compliance with all federal and state laws and regulations as well as ensuring FCSA employment policies and practices are fairly applied and in compliance with all applicable laws and regulations. The HR department also oversees FCSA's employee health plan, ensures staff training interests and needs are provided for, disseminates employee information and collects affirmative action data.

Training:

FCSA management has always recognized the need for and the advantages of a high level internal training program. As a result FCSA is recognized statewide for operating one of the premier behavioral health employee training programs and FCSA is regularly contacted by other behavioral health agencies to provide training to their employees. The training department is dedicated to providing quality training for all FCSA staff and foster parents, including new-hire orientation, CPR/First Aid, Managing Aggressive Behavior (MAB), cultural competency as well as a vast array of topic areas applicable to employees and family's working with SED children and youth.

Quality Assurance (QA):

The staff of the QA department is responsible for continually monitoring FCSA services to ensure compliance with all applicable federal and state laws, regulations, codes, and policies. Department staff regularly conduct rigorous internal reviews of all client files for each of FCSA's programs to ensure they comply with all accreditation, state licensing and Medicaid regulations. They are also charged with conducting consumer, community and staff satisfaction surveys, and overseeing the development or modification of all program forms so as to assure uniformity and regulatory compliance.

Board of Directors:

Family Center Services of Alaska is governed by a Board of Directors, the current Board President is Deborah L. Coxon. The Board of Directors is responsible for providing direction, representing FCSA and its philosophy to the community, and governs the agency by board policies and planning objectives.
